Livingston officers responding to reports of suspicious activity in a car found Alan Kelsey, on Wednesday, Aug. 2, Essex County Prosecutor Theodore N. Stephens, II said.

Kelsey was charged with sexual assault and endangering the welfare of a child, Stephens said.

It was not immediately clear where the child was.
